In 2001 Building Regulations were introduced which meant that properties built since then should have soakaways or other methods of allowing water to drain naturally into the land, but many people who have soakaways are still being charged by their water company for drainage that they are not using. Most people do not realise that they are being overcharged, or that they have a claim against their water company for overcharging them.
